a possible explanation is a bug in "adaptive proxy" stuff. check whether you
can disable it.
this might be pure speculation, but the fact that everything stops induces
me to think that
the packet filter stops everything, and the only thing that I see modifying
the behaviour of
the packet filter is the adaptive proxy stuff. however, I do not use NT, so
what I say is
just words...
