Info Express VPN tunnels.  If the people are at a place that has internet
access, Info Express works with both the telnet and the SSL protocols,
usually one is available out to the internet.  You put a Info Express vpn
server on your premises (it runs on Solaris, Linux, or even NT), behind the
firewall is ok as long as you allow telnet or ssl to go to that one box.
Harden the hell out of the vpn gateway box, of course.  There are other VPN
products out there, but most of the them run IPSEC, PPP or something else
that breaks down if you don't control both ends.  For those who don't have
internet access, set up either a modem bank or buy accounts on your upstream
ISP.

Disclaimer: I do not own stock in Info Express, although I wish I did.  I'm
just a very impressed customer.
