Though 3rd party programs like licq have firewall options, and allow
you to specify a [tcp] port range to use.  Not greatly secure, but at
least better than openning the whole lot.

I have a small mod to the licq source to allow a udp range to be
specified. Been meaning to send it off to the maintainers.
