Have you tried to apply to the FBI, CIA or local police ?
They should have a system that they can point you to.
The FBI and CIA may be a bit reluctant, but their systems are not proprietry
so....
If you are not in the US, not sure really. I havn't come across anything
like that on the web myself that is advertised in public.
