Error on my part. The fragment offset in this example is
NOT 8190. The value stored in the IP header is definately
8190, but that translates to 65520, since the offset is
represented as the number of 64-bit chunks, which means that
_in_this_example_ the data transmitted would cause an
offset wrap (65520+29 = 13) in stacks not equipped to deal
with this situation.
