1. Check the connection addresses and block connections from that host.
2. Document _everything_.
3. Call your local law enforcement and see if they'll investigate.
[Saves you the time/expense of filing suit and doing discovery.]
4. Call your lawyer and file a "John Doe" civil case and subpoena
Hotmail for information on the user.[00][0]
5. Continue the suit or dismiss with prejudice depending on how you feel
about the response to contact by your legal representative.

Hotmail, like most other places won't release information without court
papers or a badge, it's too easy for someone to anonymously breach their
user's confidentiality. Not that it's terribly difficult to do the same
with help from the courts or the law, but that takes the burden off of
Hotmail and puts it back on the legal system.

[00] If 3 doesn't work.
[0] Your legal team should have one on hand, with templates for the
necessary letter to the judge for subpoenas, etc. before this happens,
it takes days off of the entire process.[1]
[1] Alternately find a legal team that's done it before, it's becomming
popular and not difficult to do.
