Does anyone know of an appliance firewall of the Watchguard/SonicWall
variety that will create a VPN tunnel to a concentrator only upon 
request by an authenticated user?

The problem with SonicWall is that it automatically tunnels any traffic
destined for a remote network that it "knows" how to build a VPN to.  
We planned to have SonicWalls installed in environments where you
only want the VPN active when an authorized user was sitting at the
machine (and the VPN would be "logged out" or timed out when done). 
Any other time, we wanted the SonicWall to act as a "simple firewall".

Are there any that have this VPN-only-when-authenticated functionality?
