I'm assuming you are referring to an IN-bound port 80.
There's nothing to stop anyone from running, for example, a TELNET server on port 80.
As a minimum, you should only open an inbound port to the specific server(s)
supporting that protocol, whether it be HTTP, HTTPS, SMTP, POP3, etc...
