The only UDP tunneling I know to work in SSH is X.
Also, as far as I've been able to tell, the Windows code is firmly 
superglued to the idea of being able to talk to IPs directly, and
having everything run on ports 137-139. No such thing as a 
"connect to 127.0.0.1:11139 to get to 10.2.3.4:139".
