Since you're wishing to run the IDS on a windows platform, take a look at
RealSecure from ISS (www.iss.net). Your mileage will vary with the windows
platform. If you're not locked into a windows OS, you should also consider
NFR (and NFR FlightJacket), Dragon, Snort, and Cisco's Secure IOS.
NetRanger is also out there, but I did not care for the lack of flexibility.
