Nothing is wrong with your DNS. If a DNS server is advertized as being
authoritative for a particular zone and that server is not authoritative
then any DNS server that queries that server for information on that zone
will get a lame server error message. This error message means that
207.47.138.10 is not authoritative for the zone 4.107.131.in-addr.arpa.
This is a pretty common error message. If you want to learn a lot about
DNS or you need a reference book get the DNS and BIND 3rd edition book from
O'Reilly.
