stateless protocols are managed via pseudo-sessions based on timeout.
so if a packet is authorized to go out, a timer is set and a "response" is 
allowed
if it comes within the timeout spec.

Unlike TCP, you're open to forged UDP packets (there is no need to guess 
sequence
numbers).
