Instead of stopping the firewall, just do a fw unload all@all. That unloads
the policy but not stop the fwm. Now, if you've specified a management host
(its IP-adress), as already said, it should now be possible to use your
fw-gui.

CP is by default denying all trafic, including icmp (I think), when it's
installed.
Did you specifie a management host when you installed CP?
