and you're right! MS documentation on the subject is poor, and doesn't even 
match
the code examples they provide. and here I like the "old saying": if the 
code and the
the doc (was the comment) disagree, then they are both wrong...

also, you'll need to support all the ethernet cards/drivers. obviously, 
this should be
"natural", but in winworld, API specs are just for fun (vendors do what 
they want).

I'm not saying that for the fun of it, but just to say that even if you 
find commercial
solutions, you'll need to check their compatibility list. also, I dubt 
you'll find one
that works on all the cited platforms. you'll have to wait until MS 
develops one:)

you may want to try http://www.ssh.com/products/ipsec/specs.html.
while this is an ipsec toolkit, ther's necessarily an NDIS driver inside!
