Well, you might perceive, (correctly), that I have a bias, but I would suggest that 
the Contivity product line from Nortel is worth a look.  An easy to use, install, and 
manage client is provided for Windows 95, 98, NT, and 2000.  The switch comes with an 
unlimited distribution license for the client.  (No per-seat fee.)  

You can authenticate against your NT domain with a Radius server such as Funk's Steel 
Belted Radius or BaySecure Access Control Radius. 

The Contivity is the market leader for VPN Appliances.
