Yes, it used to be misconfigured out of the box (the last version
I played with was 4.0, so I can't really talk about current version).
After all these years people are talking how badly FW-1 is misconfigured
out of the box and CP actually not doing a thing about it, I came to a
conclusion that they do it in order for fresh firewall admins (every
second there are 10 born) to troubleshoot their first configuration and
learn something out of the process.
It's a strong message saying 'If you want a security device, you'll have
to tinker around with it a bit more than it takes to rack the box (and
install the software)'.
