No - that's exactly what they _have_ done. The NSA key allows you to sign
your OWN CSP (Cryptographic Service Provider). So if you've written
MOUSS-128 or MC-7 or whatever you can imbed your own crypto library into
windows and it will run. That's what the NSA wanted to do (except their
ciphers would probably be stronger than MC-7 ;).
