Our rulebase has information on how to copy the objects.C and rulebases.fws
and view them offline using the Policy Editor, see:

Unfortunately, this will only allow you to view the policy and objects, not
edit them.  You've got to be connected to the management station for that.

Background:  I take the "conf" directory and to evaluate the security
policy or view the objects, by example, is necesary edit this files with a
