It sounds like your local FW object is defined incorrectly. I found this on CP's support site. What the license for the embedded 'feature' does is to give the Management server the ability to install a policy on the router, switch or other device. The license does not enable these devices to work. >From this description, it sounds like an embedded device is some 3rd party hardware that allows for a policy to be installed on it even if it isn't running CP's FW-1 (like pushing a policy to a Cisco router. The policy is converted to an ACL depending on the config). If you're local box is defined as an embedded system then that might explain why you're getting this error message.
