You'll notice the quote says nothing about ports, but only protocols. Ports
in and of themselves are absolutely neutral in meaning. A service listening
on TCP port 80 needn't be a web server. That most of the time this is the
case is merely so because it's convention and people usually want their web
servers to be found easily. Still, I can tell my FTP server to bind to port
80. Or my POP3 server or whatever, including server software of my own.
Those sure are different protocols and different software, but all on the
very same port.
