Good day Sami,
make sure you are saving the config before you power it off. It is not like
a switch which saves things automatically. Commands to do this are:
copy run start
another possibility is that you might have a register entry set to bypass
the config on start-up.
Best to look on the Cisco site under "password recovery" as this is a
standard practice used when you are resetting a lost/unknown pwd.
