Scott,
There's a lot of little devices that can do the job, however you need take
in account the number of devices you want to participate in the protected
enviroment, because licenses can do the diference for your limited budget.
Watchguard, Sonicwall, nexland and redcreeck, all offer good solutions.
Take a look in their sites for more information.
The important is: if you want to work with IPSEC, you need to verify if the
product implement the full specification of Ipsec (both transport mode and
tunnel mode) and the compliance with other devices like routers, firewalls
etc.
Alexei.

Good Afternoon,
I am a network administrator for a small non profit community mental health
agency, we are currently working on an affiliation with another mental
health agency, and this has brought up the issue of IS resource sharing.
Can
any of you recommend a reasonably cost effective ( like all recipients of
public funds, we are on a limited budget ) VPN solution for secure data
sharing between the two agencies?
