This is not true. We are a security consultant firm located in Southern China. We have implemented many firewalls in China and have never heard of such requirement.

We are a multi-national company considering putting a network hub in China (Beijing)
complete with employee Internet access.  We have heard (but not confirmed) that if we
put our firewall in China we must provide the Chinese government with a copy of
our firewall rules.  If anyone has any knowledge on this subject or any idea on
where to get more information (reliable information) regarding firewalls in China
please let me know.
