Not necessarily. Let's keep in mind that DoS means 'Denial of Service'.
This will in most cases but does not necessarily, go along with high
packet loads. At one conference this year I was witness to some guy
showing off his 'Ciscill' program. He was basically able to kill Cisco
linecards with packets less than 400k.
