Bundled Wintel versions, which go by the name of "tracert" send ICMP. 
"Normal", or "Classic" traceroute, spelled "traceroute" send UDP packets
on a high port going out (forget the range exactly but it starts around
30,000+).  ICMP messages are returned in both cases from systems in the
trace path, including the target.
