Understood, yet, what would constitute tier 1 skill sets and up?  Should a
tier 1 not have at least the skills of a low end sys admin with basic IOS
knowledge, in addition to an understanding of the basics of the
underpinnings of the basic protocols in question, and perhaps at least a
rudimentory understanding of the security issues underlying these protocol
basics?  How much 'on the job training' can be taking place and still
allow the MSP to provide minimal levels of service and maintain at least a
minimum standard of reliability, let alone give their clients at least the
sense of the 'warm fuzzies' about their security?
