There are a number of them.  Squid is an HTTP/FTP proxy.  There's an
open-source re-implentation of much of the functionality of the FWTK,
also.  The Dante SOCKS proxy does SOCKs v4 and v5, and is much more
configurable than the original non-OSS NEC SOCKS proxy.  For SMTP,
most "regular" MTAs can be configured as a proxy, such as Postfix,
Exim, and Qmail.  I've personally used Postfix.  All of these can
be found on http://www.freshmeat.net.
