So far I do not see anything revolutionary about this idea although I think it would be a fun/good project. Basically, you are combining a firewall with a bandwidth manager. Firewalls can already assign various rules to interfaces/IP addresses/IP subnets/user groups. In a production enviroment you would probably be better off to have seperate boxes for bandwidth management and firewalling especially if you are using an application layer gateway that uses up a lot of system resources for processing packets through the access control list or you have a ton of traffic going through the firewall.
