This and a similar suggestion I received via private email (Thanks, 
Julian), make sense to me.  I'll make a trip back to the client's 
house (it's in a semi-rural area) and try this.  Thanks all for your 
responses, and I'll let you know if this helps - if the client hasn't 
returned the firewall!

I spent about half an hour with NetGear support.  They decided the 
firewall must be defective.  (That was before I tested it on my own 
cable modem setup.)  MTU/MSS issues were not brought up.
