No, I'm afraid not. Nor would it currently be trivial to add such a feature, because of the way that fish stores possible completions internally. I am currently working on a set of infrastructure changes that will make it possible to implement features like this. My plan is to implement this automatically - fish will continue to normally operate in case sensitive mode, but if pressing tab does not produce any matches at all, then case insensitive matches are also automatically considered. This feature will probably not make it into the next fish release, but hopefully the one after that.
