I would just like to complete Philips excellent answer by explaining
_why_ fish doesn't implement !! and friends. The reason is that they
don't give you any information about what the output will be until you
execute the program. zsh gives you the option to manually expand
!-commands on screen, but I feel that is a crutch and that you are
better of with a system like Alt-up that shows you the result in real
time.

The history access system could and should be expanded to allow for
more complicated searches through the history, but I belive that such
additions should remain visual and interactive, like the current up
and Alt-up functions are.
