the GPL does not imply copyright assignment. you maybe thinking about
the Free Software Foundation which uses copyright assignment for most of
its projects, but that is not the case here.

it has been done for larger projects before. (squeak for example)

only every contributor whose code is in the current source needs to be
asked. (unless you want to change the license of old revisions too)

for the bulk of it, that is likely still axel, but there have been a
bunch of new contributors since, most notably of course ridiculous_fish.
