I am familiar with one from MIXIT (www.mixitusa.com). Since OATS may be someone complex to implement and dependant on the capacity in which you are accepting or routing orders, i.e. service bureau, broker-to-broker, broker-to-exchange, etc, I would suggest you contact MIXIT to discuss your specific requirements.
