I wonder why SecondaryTransactTime never made it into the spec - maybe because 
of the TrdRegTimestamps block. Although the TrdRegTimestamps was added 
specifically to address regulatory timestamps required for computerized trade 
reconstruction as mandated by the CFTC for US markets.
