Jason - I quite agree this is currently a pain. As part of some work I did for a US broker, I produced a tool that would take raw strategy files and generate a file with all the regional variations in it. My eventual intention was to release it as part of a suite of tools, but time hasn't permitted. As it stands, it's just a dumb command-line tool, but you're welcome to a copy if that would help.
