When we had Percherons years ago we used to keep their manes roached for neatness. We found that if they were used hard, like on a mower, that the collar rubbing on the hair stubble would cause sores. So, I would not advise clipping the mane under a collar; just hand split the hair as best you can so it isn't bunched where the collar lays.
