I remember someone telling me they had to be, but I just looked in the ADS rule book and found nothing regarding that. I just bought a two wheel cart and the hubs are NOT recessed. It was built in 1988 - refinshed in 1992. Am I getting myself in trouble at ADS shows? Thank you Pat Holland
