Hmmm, I've answered this 3 times, but things seem to be "lost in cyber-space". Maybe the fourth time is the charm? I have successfully used "mechanic's waterless handcleaner" to remove juniper pitch and tarweed sap from Fjord forelocks. Rub it in by hand, then wipe it out with paper towels or disposable rags. You might want to shampoo the area afterwards, to remove the lanolin that the handcleaner leaves behind.
