We buy something called "Bitter Apple" at the local pet store, it's a spray 
that tastes AWFUL but isn't a health hazard.  This seems to work well for 
chewing, but don't think it would help a horse that is nippy toward people - 
you wouldn't want to spray yourself with this stuff!
