I only worry about pulses if there is another sign of something being wrong.  
As you mentioned, time of day, air temp, ground temp, even how much they were 
moving around, can vary pulse strength.  I think it's great to know your 
horse's average pulse at rest, as well as temp and resperations.  But you 
really need some other signs and symptoms to be concerned about before you 
get obsessive about foot pulse.  Did your vet diagnose the founder?  Was 
there any unsoundness?  Founder is a lameness and they are really sore on 
their feet when they develop it.  I also firmly believe that founder is a 
nutritional issue too.  Too much concentrates in their diet is a common cause 
of it.  I am a firm believer in feeding hay and grass as my horse's main 
diet.  Grain is like candy and should be given sparingly.  Just my opinion...
