They are, unless they don't see the fence in time to leap over or sneak under.

Deer are especially distracted during the fall rut. The bucks will get to chasing a sweet doe or fighting a rival buck and lose every shred of caution and common sense. It's pretty common them to just crash through an electric (or any wire) fence when in rut.

Usually the electric fence breaks, letting the buck go with scrapes and bruises. Sometimes a buck will die if it gets tangled in a barb wire fence badly enough that it cannot struggle free.
