For keeping halters on, ( and bridles for that matter ) first use a 
breakaway halter. Only, please. Run a snug strap, or bailing twine <g> from the 
throatlatch to the nose piece, behind the jowls. It must be snug, but it helps 
keep those head shakers disapointed. It is important for those driving 
horses not to shake or rub their bridles, as you can imagine.      Good-Luck !
