If you have access to a power angle grinder, it's a whole lot easier than a rasp, and quicker. You need protective eye wear and gloves, and you should tie up the tail with a bungee-type thing. Most horses don't mind the noise, if introduced slowly to the grinder. Check out Phil Morarre's website: at softouchnaturalhorsecare.com for info about power grinding hoofs. It's not nearly as intimidating as you'd think and does a great job.
