Yes, it is possible to do that; there are programs like Windows
foobar2000 (as Mr Valusek pointed out) that do it.  But it discards
all the advantages of ReplayGain: it is lossless, you can turn it on
or off, per album or per track according to listener's taste.  You
lose that when you encode the audio to CDDA.
