You can do this with a 3rd party tool, as Jesse mentioned. The 3rd party tools create EXEs that need to be run on the client system.
Dragging something from the desktop onto a browser window will only make the browser attempt to open/download it. Typically the 3rd party tools will allow far more than simply accepting drag and drop, but each tool is different. If the 3rd party app scenario works for your needs check out their web sites and forums.
