ActionStep has one...but it probably isn't usable from your prespective, since you won't be able to use it from within the Flash IDE like you would be familiar. Code only. :)

Yes, this is the one I was talking about in my initial post. It looks as if it's really mature, and has LOTS of great comments regarding it.
