LocalConnection is basically instant. I've never seen a delay and I've done quite a bit of work with it, in browser environments, 3rd party wrapper environments, browser to 3rd party wrapper, and back, etc.
The only issue I know of is if you try to send a local connection message back to the sender too quickly. Meaning, Transmitter sends message to Receiver.
