In every case i've heard of, checking the 'disable script debugging' has fixed it.

If you can reproduce your issue of always having the 'click to activate' box showing up, even when all the known bugs are accounted for, I'm sure Microsoft would like to hear about it.

As best as I can tell, it's a bug in the new patch and it's not fixable (except by MS). In some cases, enabling client-side script debugging and rebooting fixes it, in other cases it doesn't. IMO, it's just a buggy update.
