Well, there are two different types of Windows Mobile devices, actually.
There are "Pocket PC" phones, like the Treo 700w, Samsung SCH-i730/i800, and
the XV6600/6700 devices. These run Windows Mobile 2003 or Windows Mobile 5,
and are PDAs as much as phones. I know for certain that they support Flash
Player 7. Then, there are Windows Mobile Smartphone devices, like the
Motorola Q, which run the same underlying OS (at least in the case of
Windows Mobile 5) but have a simplified UI and typically a smaller display.
I don't have one of those, so I don't know if they support Flash Player 7 or
not - it may be the case that the WM5 Smartphones do, but the WM2003
Smartphones don't.

Cingular offers the XV6600, I think, which is probably your best bet other
than the Treo 700w.

Yeah, that's nice; not that I do any Flash development at all, but I'm more
comfortable building .NET CF applications than anything on PalmOS, simply
because I'm more familiar with Visual Studio and .NET.
