You'll need to use a Sprite. Make sure to use event.updateAfterEvent() on your mouseMove event handler. Should work fine. I've swapped cursors using java and Flash talking to it (and controlled the cursor position that way as well)... but that was for a standalone special-case use. I am sure you're not after that kind of thing.
